Bali villa licence guide 2026: NIB, KBLI, tax and guest reports
What a Bali villa licence involves as of October 2026: ownership, the villa KBLI code, PBG and SLF, PBJT tax, APOA guest reports and OTA checks, with sources.

For years a Bali villa could take bookings with little more than an Airbnb account and a local partner. That changed in 2026. Indonesia's Ministry of Tourism asked online travel agents to check every property's business number (NIB) and business code (KBLI), and from 1 August 2026 listings without them started coming down. If you run or plan to run a rental, the Bali villa licence question is no longer something to sort out later.
This guide sets out what a Bali villa licence involves as of October 2026: who can legally own the business, which KBLI code fits, the building and tax registrations, and reporting foreign guests to immigration. Every rule links to the regulation or an official notice. Where sources disagree, we say so.
It is a checklist, not legal advice. Rules differ by regency and by business size, and they change. Confirm each step with the local office (the regency DPMPTSP licensing office, Bapenda for tax, and the immigration office) and, if you are a foreign investor, a licensed Indonesian adviser.
Why the Bali villa licence matters now
In May 2026 Kompas reported that the ministry was working with nine OTAs, including Traveloka, Agoda, Airbnb, Booking.com, Trip.com, Tiket.com and Expedia, to verify NIB and KBLI against the OSS system. The original deadline of 31 March 2026 had moved to 31 May. ANTARA then reported the minister saying about 1,600 unlicensed properties could be delisted from 1 August 2026.
By that date, according to Kontan, 259 properties had been removed, 397 on the list had obtained licences, and 515 were still in the delisting process. The same report says the ministry is aiming for verification through a direct system link by 1 June 2027. In Bali itself, Governor Koster told the provincial parliament on 21 September 2026 that about 5,000 villa businesses had applied for permits during 2025 and 2026.
In short: a listing without valid NIB and KBLI details is now at risk on every major OTA, not just one.

| 3. Risk-based obligations shown in OSS | OSS, regency agencies | PP 28/2025 |
| 4. Building approval (PBG) and fitness certificate (SLF) | SIMBG, regency public works | PP 16/2021 |
| 5. Register for regional hotel tax (PBJT) | Regency Bapenda | Law 1/2022; regency bylaw |
| 6. Report foreign guests in APOA | apoa.imigrasi.go.id | Law 6/2011, Art. 72 |

Step 1: who can own the business
Indonesia's Basic Agrarian Law reserves freehold title for citizens (Law 5/1960, Art. 21). Putting shares or land in an Indonesian friend's name does not solve this. Law 25/2007 on Investment, Art. 33 says agreements in which someone holds shares on behalf of another person are void by law.
The usual route for a foreign-owned rental business is a foreign-investment company, a PT PMA. BKPM Regulation 5/2025, enacted on 2 October 2025, cut the minimum issued and paid-up capital to IDR 2.5 billion per company, according to a summary by law firm Yang & Co. The same summary says the minimum investment value of IDR 10 billion per five-digit KBLI per location, excluding land and buildings, is unchanged (with some exemptions), and that paid-up capital must stay in the company account for 12 months.
The Bali exception. The Bali provincial government says it has closed new PMA access in OSS for 18 low and medium-low risk business codes from the third week of May 2026. The list includes non-star (melati) hotels, star hotels under 6,000 m² and "other accommodation provision". The release does not name villas or pondok wisata. Some consultancies read the catch-all code as covering villas; the official release does not say. Ask the provincial DPMPTSP before you set up a company for a small villa.
Step 2: NIB and the right KBLI code
Every accommodation business registers in OSS and receives an NIB. Two codes matter most for home rentals:
- Vila (KBLI 2020 code 55193): private houses rented specifically to tourists, with their facilities, managed by the owner. The OSS page shows it becomes 55203 under KBLI 2025.
- Pondok Wisata (55130, now 55201): a home the owner lives in, with some rooms rented by the day (OSS page).
Choose the code that matches reality. A standalone villa with no owner living in it is a vila, not a pondok wisata. If your NIB still shows a KBLI 2020 code, check in OSS whether it has been converted.
Step 3: risk level and supporting permits
PP 28/2025 replaced PP 5/2021 as the framework for risk-based licensing, according to BP Lawyers. Low and medium-low risk businesses can start operating once the NIB is issued. Medium-high and high risk businesses must get their permit or meet their commitments first.
A Buleleng regency environment agency notice (August 2025) described villas and pondok wisata as low risk needing an environmental statement (SPPL), though the required document can change with land and building size. The OSS vila page also lists a health certificate (Sertifikat Laik Sehat) under supporting licences. Follow what your own OSS account shows, because scale changes the obligations.
Step 4: PBG and SLF for the building
PP 16/2021 replaced the old IMB with the building approval (PBG), and a building needs a certificate of fitness for use (SLF) before it is used, as Hukumonline explains. Both go through the SIMBG system at the regency. If a building already stands without a PBG, the owner applies for the SLF and the PBG is issued with it.
Step 5: regional hotel tax (PBJT)
Law 1/2022 (HKPD) replaced the old hotel tax with PBJT on hotel services, set by each regency at no more than 10%. DDTCNews notes it covers villas, pondok wisata, guest houses and private homes run as hotels, and that stays over one month are excluded.
- Gianyar (Ubud): Bylaw 7/2023, Art. 27(1), sets PBJT at 10%, and Art. 21 names villas and pondok wisata.
- Badung (Canggu, Seminyak, Uluwatu): Bylaw 7/2023 has applied since 1 January 2024. A consultancy summary puts the hotel rate at 10%; confirm the current rate with Bapenda Badung. Badung's monthly PBJT return form is due within 10 working days after the tax period, with an IDR 100,000 fine for not filing.
Step 6: reporting foreign guests in APOA
Under Law 6/2011 on Immigration, Art. 72, lodging owners or managers must provide data on foreign guests when immigration officers ask. The Directorate General of Immigration runs this through APOA: you register, record each guest at check-in and mark check-out. Immigration says non-compliance can mean up to three months' confinement or a fine of up to IDR 25 million.
The Yogyakarta immigration office (April 2026) lists villas and app-based rental hosts among those who can report directly. The national notice gives no deadline; an older Kediri immigration briefing (2017) says within 24 hours of the guest starting their stay. Ask your local immigration office which timing it applies. Our guest registration guide covers APOA step by step, including what to collect at check-in.
Separately, foreign visitors pay Bali's IDR 150,000 tourist levy through Love Bali under Bali Bylaw 6/2023 as amended by Bylaw 2/2025. The guest pays it, not you. A reminder in your pre-arrival message is enough.

Getting your listings back in order
Step 1
Pull your documents together
Collect the NIB, the KBLI code shown in OSS, PBG and SLF (or the application receipts), and your Bapenda tax registration. Keep scans in one folder so you can paste the numbers quickly.
Step 2
Check the KBLI against how you really operate
A standalone villa under a pondok wisata code is a mismatch an OTA or an inspector can spot. Fix the code in OSS before you update listings.
Step 3
Fill the licence fields on every OTA
Each OTA has its own place for business details. Update Airbnb, Booking.com, Agoda, Traveloka, Tiket.com and any others one by one, and note the date you did it.
Step 4
Set up APOA before the next foreign guest
Register the property, then make check-in and check-out reporting part of the arrival routine, done by whoever meets the guest.
Step 5
Put tax filing in the calendar
Add the monthly PBJT return date to your calendar so it is never missed, even in quiet months.
If you sell on several OTAs, our guides to running Booking.com and Agoda alongside Airbnb cover the channel side of the setup.
How Santara AI fits around a Bali villa licence
Santara AI does not handle licences, tax filing or APOA reporting. It does not create OTA listings or push listing content, so the NIB and KBLI fields stay something you update in each OTA yourself.
What it does is the daily side once you are licensed. Each villa has one calendar, and connected channels are fed from it. Bookings, changes and cancellations from every connected channel land on that calendar, so a booking on Traveloka lowers availability on Airbnb and the rest. You can connect up to 54 channels, including Airbnb, Booking.com, Agoda, Traveloka, Tiket.com, Expedia and Trip.com; see the integrations page. Guest messages from Airbnb, Booking.com and Expedia arrive in one inbox, and the Daily Brief email lists each morning's arrivals, which is a useful prompt for the APOA check-in report you file yourself.
Know the limits
Santara AI keeps no compliance records and cannot tell you whether your licence is valid. Traveloka and Tiket.com connect from the in-app catalogue with guided setup, but their guest messages do not come into Santara AI.
FAQ
Do I need a licence to rent my villa on Airbnb in Bali?
Yes. As of October 2026 the Ministry of Tourism is checking NIB and KBLI with nine OTAs including Airbnb, and listings without them have been removed since 1 August 2026. Confirm details with your regency DPMPTSP.
Can a foreigner own a villa rental business in Bali?
Through a foreign-owned PT PMA, not through a nominee. Note that Bali closed new PMA access for 18 accommodation-related codes from May 2026; check with the provincial DPMPTSP whether your code is affected.
What KBLI code is a villa in Indonesia?
Vila is 55193 under KBLI 2020 and 55203 under KBLI 2025, according to OSS. Pondok Wisata (55130, now 55201) is for a home the owner lives in.
What tax does a Bali villa pay?
Regional hotel tax (PBJT) under Law 1/2022, at no more than 10%. Gianyar sets 10%; confirm Badung's current rate with Bapenda. Income tax is separate and outside this guide.
